The future NECSC building and demonstration grounds will occupy a five-acre site at the center of a 6,000-acre community development for 70,000 new residents in Chula Vista, California.

The site is located on land that will be made available to the NECSC by the City through a long-term lease agreement. The site will be part of the planned University Park and Research Center (UPRC) and will be served by Bus Rapid Transit as a component of the region's public transportation system.

The planned building for the site will contain 40,000 square feet of space and will be designed as a LEED-Gold or better structure (see www.usgbc.org). It will also feature and showcase both advanced renewable energy and energy-efficiency technologies and resource conservation and control systems. These will include: thermal chimneys, solar PV arrays and canopies, wind turbines, automated sun screens and light shelves, operable windows, green and cool roof displays, water reclamation systems, and a variety of post-consumer material applications throughout the structure. A set of detailed, interactive renderings of the building will be available on this site in the near future.
In addition to housing the technology development and performance testing labs, the facility will include public information exhibits, a research library, training workshop and conference rooms, and distance learning technologies to provide its courses and conferences to community development professionals across the nation and ultimately around the world. The NECSC facility will also serve as the point-of-departure for all bus and van tours of demonstration sites across the City of Chula Vista.
