An essential aspect of the NECSC mission is the demonstration of technologies, plans, public policies and market-feasible business models for energy- and resource-efficient community development.
To fulfill this aspect of its mission, the NECSC is collaborating with government agencies, companies and utilities to create a national demonstration site for energy-smart community development. This effort entails the creation of 20-30 showcase technology, land use and management practice demonstration sites across the City of Chula Vista, California. They will be embedded in residential, commercial, industrial, institutional and mixed-used projects located on Greenfield, Brownfield and Greyfield development sites across the City.
In addition to new development and redevelopment sites, the NECSC will work closely with City of Chula Vista officials to establish advanced technology and management practice demonstrations at the City's solid waste and water quality (waste and potable water) management facilities and in individual municipal buildings.
Together, these initiatives will establish the greatest concentration of permanent demonstration sites for energy- and resource-efficient development in the nation. Once in place, NECSC personnel will join City officials in providing guided tours through these sites for visitors from across the U.S. and around the world.
National Demonstration Site - City of Chula Vista
The City of Chula Vista is a diverse community of 200,000+ residents, one of the fastest growing cities in the nation and San Diego County's second largest municipality. Resident population increased over 25% between 2000 and 2005 and commercial and industrial growth is not far behind. City services and resources are booming in pace with this growth making Chula Vista an extremely desirable environment for business.

The community is located seven miles South of downtown San Diego and seven miles North of the busiest international border crossing in the world at Tijuana. It has a total land area of 33,024 acres and is bordered by the Pacific coast to the West and the San Miguel Mountains to the East. It has both established neighborhoods and contemporary master-planned communities, start-up firms and corporate giants, nationally recognized sports and entertainment venues as well as a historic downtown. Given the area of land that will be developed in the City over the next 15 years, its proximity to San Diego and Tijuana, and a temperate year-round climate, Chula Vista is an ideal location for the national demonstration site.

The NECSC demonstration sites will feature technologies, infrastructure and mobility systems, model community plans and site designs, all integrated to achieve maximum energy and resource efficiency and emissions reduction. These will include demonstrations of most of the following:
